A BILL
To ensure that persons who enroll in the managed health care program of
the Department of Defense known as TRICARE Prime retain coverage under
the program in any TRICARE region.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. PORTABILITY AND RECIPROCITY OF TRICARE PRIME ENROLLMENT.
(a) In General.--In carrying out the TRICARE program, the Secretary
of Defense shall ensure that persons who enroll in the managed care
option of the TRICARE program, known as TRICARE Prime, in one region of
the TRICARE program are entitled to transfer their enrollment (without
penalty or additional cost) to another region of the TRICARE program
whenever the beneficiary resides or travels in the other region.
(b) Definition.--For purposes of this section, the term ``TRICARE
program'' means the managed health care program that is established by
the Department of Defense under the authority of chapter 55 of title
10, United States Code, principally section 1097 of such title, and
includes the competitive selection of contractors to financially
underwrite the delivery of health care services under the Civilian
Health and Medical Program of the Uniformed Services.
