A BILL
For the relief of the Boyd family by clarifying the status of Joseph
Samuel Boyd as a public safety officer for purposes of payment of death
benefits by the Bureau of Justice Assistance.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. STATUS; LIMITATION.
(a) Public Safety Officer Status.--For purposes of part L of title
I of the Omnibus Crime Control and Safe Streets Act of 1968 (42 U.S.C.
3796 et seq.), Joseph Samuel Boyd, formerly of 26427 Waterford Circle,
Lake Forest, California, is deemed to have been a public safety officer
who died as the direct and proximate result of a personal injury
sustained in the line of duty.
(b) Fee Limitation.--Notwithstanding any contract, no attorney or
representative may receive more than 10 percent of a payment made as a
result of subsection (a) for services rendered in connection with
obtaining such payment. Any person who violates this section shall be
guilty of an infraction and shall be subject to a fine in the amount
provided in title 18, United States Code.
