Constructive Learning Environment Act - Authorizes the Secretary of Education to award grants for up to five years to local educational agencies (LEAs) to: (1) provide a sufficient number of teachers and facilities to accommodate students who are disruptive in the classroom; and (2) train teachers to effectively educate such students.
Gives priority to LEAs that: (1) serve a high number of low-income students, determined by the number of students who are eligible for free or reduced-price meals under the National School Lunch Act; or (2) are located in rural areas.
Authorizes appropriations.

A BILL
To provide grants to local educational agencies to provide a sufficient
number of teachers and facilities to accommodate students who are
disruptive in the classroom.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Constructive Learning Environment
Act''.
SEC. 2. PROGRAM AUTHORIZED.
(a) In General.--The Secretary of Education is authorized to award
grants, taking into consideration the priorities identified under
subsection (b), to allow such agencies to provide a sufficient number
of teachers and facilities to accommodate students who are disruptive
in the classroom.
(b) Grant Award Selection.--In awarding grants under this section,
the Secretary shall give priority to a local educational agency--
(1) that serves a high number of low-income students,
determined by the number of students who are eligible for free
or reduced-price meals under the National School Lunch Act (7
U.S.C. 1751 et seq.); or
(2) is located in a rural area.
(c) Duration.--A grant made under this Act may be awarded for a
period not to exceed 5 years.
SEC. 3. APPLICATION.
A local educational agency that desires to receive a grant under
this Act shall submit an application to the Secretary of Education at
such time and in such form as the Secretary may reasonably require.
SEC. 4. USES OF FUNDS.
A local educational agency that receives a grant award under this
Act shall use the amounts received to establish a program to provide a
sufficient number of teachers and facilities to accommodate students
who are disruptive in the classroom and to train teachers to
effectively educate such students.
SEC. 5. EVALUATION.
Not later than 30 months after the date of the enactment of this
Act, each local educational agency that receives a grant under this Act
shall submit a report to the Secretary of Education that evaluates the
effectiveness of accommodating students who are disruptive in the
classroom.
SEC. 6. CONSTRUCTION.
Nothing in this Act may be construed to affect the procedural
safeguards or any other requirement of the Individuals with
Disabilities Education Act (20 U.S.C. 1400 et seq.).
SEC. 7. AUTHORIZATION OF APPROPRIATIONS.
There are authorized to be appropriated $50,000,000 for each of the
fiscal years 1999 through 2001 to carry out this Act.
