Communications Personnel Paperwork Reduction Act of 1999 - Amends the Communications Act of 1934 to direct the Federal Communications Commission (FCC), within 30 days after enactment of this Act, to: (1) repeal specified reporting and recordkeeping requirements; and (2) eliminate any requirement for the disclosure of race, ethnicity, or gender in ownership reporting requirements.
Prohibits the FCC from discriminating in employment, or granting any preference in employment, on the basis of race, color, religion, national origin, age, or sex.

A BILL
To require the Federal Communications Commission to repeal
unconstitutional reporting and recordkeeping requirements, and for
other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Communications Personnel Paperwork
Reduction Act of 1999''.
SEC. 2. REPEAL OF UNCONSTITUTIONAL REPORTING AND RECORDKEEPING
REQUIREMENTS.
(a) Revision of Regulations Required.--
(1) Repeals required.--Within 30 days after the date of
enactment of this Act, the Commission shall repeal the
following provisions of its regulations:
(A) section 21.307 (47 C.F.R. 21.307), other than
paragraph (a) thereof;
(B) section 22.321 (47 C.F.R. 22.321), other than
the first undesignated paragraph thereof;
(C) section 23.55 (47 C.F.R. 23.55), other than
paragraph (a) thereof;
(D) section 73.2080 (47 C.F.R. 73.2080), other than
paragraph (a) thereof;
(E) subpart E of part 76 (47 C.F.R. 76.71 et seq.),
other than section 76.73(a);
(F) section 90.168 (47 C.F.R. 90.168), other than
the first undesignated paragraph thereof; and
(G) section 100.51 (47 C.F.R. 100.51), other than
paragraph (a) thereof.
(2) Amendment required.--Within 30 days after the date of
enactment of this Act, the Commission shall amend section
73.3615 of its regulations (47 C.F.R. 73.3615) to eliminate any
requirement for the disclosure of race, ethnicity, or gender in
the ownership reports required by such section.
(b) Conforming Amendments.--
(1) Section 334 of the Communications Act of 1934 (47
U.S.C. 334) is repealed.
(2) Paragraph (11) of section 396(k) of such Act (47 U.S.C.
396(k)(11)) is repealed.
(3) Section 398(b) of such Act (47 U.S.C. 398(b)) is
amended to read as follows:
``(b) Equal opportunity in employment shall be afforded to all
persons by the Public Broadcasting Service and National Public Radio
(or any successor organization) and by all public telecommunications
entities receiving funds pursuant to subpart C, and no person shall be
subjected to discrimination in employment by any recipient on the
grounds of race, color, religion, national origin, or sex.''.
(4) Section 634 of such Act (47 U.S.C. 554) is amended by
striking subsections (c) through (i).
SEC. 3. EMPLOYMENT DISCRIMINATION BY COMMISSION PROHIBITED.
Section 4 of the Communications Act of 1934 (47 U.S.C. 154) is
further amended by adding at the end the following new subsection:
``(q) The Commission shall not discriminate in employment, or grant
any preference in employment, on the basis of race, color, religion,
national origin, age, or sex.''.
SEC. 4. SAVINGS PROVISION.
Nothing in this Act or the amendments made by this Act shall be
construed to amend, limit, or otherwise affect the provisions of any
law relating to employment discrimination, other than the provisions of
the Communications Act of 1934 amended by this Act.
