Amends the Harmonized Tariff Schedule of the United States to grant duty-free treatment, through December 31, 2002, to the personal effects of, and other equipment imported and used by, participants, their families and associated members, and officials involved in the 1999 International Special Olympics and the 1999 Women's World Cup Soccer. Declares that such articles shall be: (1) free of applicable taxes and fees; but (2) not exempt from routine customs inspections.

A BILL
To amend the Harmonized Tariff Schedule of the United States to provide
for duty-free treatment of personal effects of participants in certain
world athletic events.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. TREATMENT OF PERSONAL EFFECTS OF PARTICIPANTS IN CERTAIN
WORLD ATHLETIC EVENTS.
(a) In General.--Subchapter II of chapter 99 of the Harmonized
Tariff Schedule of the United States is amended by inserting in
numerical sequence the following new heading:

of aliens who are
participants in,
officials of, or
accredited
members of
delegations to,
the 1999
International
Special Olympics
and the 1999

servants to any
of the foregoing
persons;
equipment and
materials
imported in
connection with
the foregoing
events by or on
behalf of the
foregoing persons
or the organizing
committees of
such events;
articles to be
used in
exhibitions
depicting the
culture of a
country
participating in
any such event;
and, if
consistent with
the foregoing,
such other
articles as the
Secretary of
Treasury may
allow............
(b) Taxes and Fees Not To Apply.--The articles described in heading
9902.98.08 of the Harmonized Tariff Schedule of the United States (as
added by subsection (a)) shall be free of taxes and fees which may be
otherwise applicable.
(c) No Exemption From Customs Inspections.--The articles described
in heading 9902.98.08 of the Harmonized Tariff Schedule of the United
States (as added by subsection (a)) shall not be free or otherwise
exempt or excluded from routine or other inspections as may be required
by the Customs Service.
(d) Effective Date.--The amendment made by this section applies to
articles entered, or withdrawn from warehouse for consumption, on or
after the date of enactment of this Act.
