A BILL
To expand the boundaries of Pinnacles National Monument, and for other
purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Pinnacles National Monument Boundary
Adjustment Act of 1999''.
SEC. 2. BOUNDARY ADJUSTMENT AND TRANSFER OF JURISDICTION, PINNACLES
NATIONAL MONUMENT, CALIFORNIA.
(a) Boundary Adjustment.--Effective on the date of enactment of
this Act, the boundaries of Pinnacles National Monument in the State of
California are hereby modified to include the lands depicted on the map
entitled ``Pinnacles Boundary Expansion'', numbered PINN 114/80,056,
and dated February 1999. The map shall be on file and available for
inspection in the offices of the Director of the National Park Service.
(b) Transfer of Jurisdiction.--Upon the enactment of this Act, the
Secretary of the Interior shall transfer, without reimbursement, to the
administrative jurisdiction of the Director of the National Park
Service the lands depicted on the map described in subsection (a) that
are under the jurisdiction of the Bureau of Land Management. The
boundaries of the public lands shall be adjusted to reflect the
transfer.
(c) Designation of Wilderness.--In furtherance of the purposes of
the Wilderness Act (16 U.S.C. 1131 et seq.), the lands added to
Pinnacles National Monument by transfer from the Bureau of Land
Management under subsection (c) are hereby designated as wilderness and
therefore as a component of the National Wilderness Preservation
System. The designated lands shall be known as the Pinnacles
Wilderness. The Secretary of the Interior shall administer the lands in
accordance with the applicable provisions of the Wilderness Act.
(d) Administration.--Subject to subsection (c), lands added to
Pinnacles National Monument by this section shall be administered by
the Secretary of the Interior as part of the National Monument in
accordance with the laws and regulations applicable to the National
Monument.
(e) Acquisition of Other Lands.--Except as provided in subsection
(b), the Secretary of the Interior may acquire lands depicted on the
map described in subsection (a) by purchase, donation, or purchase with
donated or appropriated funds.
(f) Amendments to Prior Boundary Revision Law.--Section 4(b)(2) of
Public Law 94-567 (90 Stat. 2694) is amended in the first sentence by
striking ``description'' and all that follows through ``lands'' and
inserting ``description. Lands''.
