 To require the appointment of the Chief of the Forest Service by the 
      President, by and with the advice and consent of the Senate.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. APPOINTMENT OF CHIEF OF THE FOREST SERVICE.

    (a) Presidential Appointment.--The Department of Agriculture 
Reorganization Act of 1994 is amended by inserting after section 247 (7 
U.S.C. 6963), relating to the reorganization of the Forest Service, the 
following new section:

``SEC. 248. APPOINTMENT OF CHIEF OF THE FOREST 
              SERVICE.

    ``The Chief of the Forest Service, Department of Agriculture, shall 
be appointed by the President, by and with the advice and consent of 
the Senate. The Chief shall be appointed from among persons who have 
substantial experience and demonstrated competence in forest land 
management and natural resources conservation.''.
    (b) Effect on Current Chief.--The person serving as Chief of the 
Forest Service on the date of the enactment of this Act may continue to 
serve in the position pursuant to existing law until the earlier of the 
following:
            (1) The end of the six-month period beginning on the date 
        of the enactment of this Act.
            (2) The date on which the person is reappointed, or a 
        replacement is first appointed, to the position pursuant to 
        section 248 of the Department of Agriculture Reorganization Act 
        of 1994, as added by subsection (a).
