A BILL
To direct the Secretary of the Interior to issue regulations under the
Migratory Bird Treaty Act that authorize States to establish hunting
seasons for double-crested cormorants.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. REGULATIONS FOR HUNTING SEASONS FOR DOUBLE-CRESTED
CORMORANTS.
(a) In General.--The Secretary of the Interior shall, by not later
than 6 months after the date of the enactment of this Act, issue
regulations under section 3 of the Migratory Bird Treaty Act (16 U.S.C.
704) that authorize States to establish hunting seasons for double-
crested cormorants.
(b) Content.--Regulations issued under this section shall--
(1) permit the taking by an individual of 10 double-crested
cormorants during each day of a hunting season established
under the regulations;
(2) permit an individual to have in his or her possession
20 double-crested cormorants legally taken in a hunting season
established under the regulations;
(3) require that the dates of any hunting season
established under the regulations in a State correspond
generally with other waterfowl hunting seasons in that State;
and
(4) subject to the other requirements of this subsection,
authorize a hunting season established under the regulations to
begin at any time after the date of the issuance of the
regulations.
