A BILL
To amend the Solid Waste Disposal Act to reauthorize the Office of
Ombudsman of the Environmental Protection Agency, and for other
purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Ombudsman Reauthorization Act of
2000''.
SEC. 2. REAUTHORIZATION AND RESTRUCTURING OF OFFICE OF OMBUDSMAN.
(a) In General.--Section 2008(d) of the Solid Waste Disposal Act
(42 U.S.C. 6917(d)) is amended by striking ``4 years after the date of
enactment of the Hazardous and Solid Waste Amendments of 1984'' and
inserting ``on the date that is 10 years after the date of enactment of
the Ombudsman Reauthorization Act of 2000''.
(b) Report to Congress.--
(1) In general.--The Ombudsman of the Office of Ombudsman
of the Environmental Protection Agency under section 2008 of
the Solid Waste Disposal Act (42 U.S.C. 6917) shall submit to
Congress a report on the status of health and environmental
concerns addressed by cases brought before the Ombudsman.
(2) Recommendations.--The report under paragraph (1) shall
include recommendations for improvements to the hazardous waste
programs for which the Environmental Protection Agency and, to
the extent appropriate, the Agency for Toxic Substances and
Disease Registry, are responsible.
(c) Structure.--The Administrator of the Environmental Protection
Agency shall facilitate, to the maximum extent practicable, the
structuring of the Office of Ombudsman to conform to the structure
reflected in the Model Ombudsman Statute of the American Bar
Association.
