A BILL
To prohibit the transfer of F-16 aircraft to the Government of the
United Arab Emirates.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Dubai Investments/United Arab
Emirates (UAE) Debt Repayment Act of 2000''.
SEC. 2. PROHIBITION ON TRANSFER OF F-16 AIRCRAFT TO THE GOVERNMENT OF
THE UNITED ARAB EMIRATES.
(a) Government-to-Government Transfer.--F-16 aircraft may not be
transferred by the United States Government to the Government of the
United Arab Emirates unless the President first makes the certification
described in subsection (c).
(b) Commercial Export.--An application for a license to export F-16
aircraft under section 38 of the Arms Export Control Act (22 U.S.C.
2778) to the Government of the United Arab Emirates may not be approved
unless the President first makes the certification described in
subsection (c).
(c) Certification.--The certification described in this subsection
is a certification to the Congress that Dubai Investments (a United
Arab Emirates corporation) has provided adequate compensation to Pascoe
Building Systems (a United States corporation), or to its shareholders,
in accordance with the 1996 agreement between Dubai Investments and
Pascoe Building Systems.
