To declare the policy of the United States with regard to the
constitutional requirement of a decennial census for purposes of the
apportionment of Representatives in Congress among the several States.

Mrs. Chenoweth-Hage introduced the following bill; which was referred
to the Committee on Government Reform, and in addition to the Committee
on the Judiciary, for a period to be subsequently determined by the
Speaker, in each case for consideration of such provisions as fall
within the jurisdiction of the committee concerned

A BILL
To declare the policy of the United States with regard to the
constitutional requirement of a decennial census for purposes of the
apportionment of Representatives in Congress among the several States.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. POLICY.
It is the policy of the United States that--
(1) the sole purpose of the decennial enumeration of the
population, under article I, section 2, clause 3 of the
Constitution and section 2 of the 14th article of amendment to
the Constitution, is to allow for the apportionment of
Representatives in Congress among the several States;
(2) the only information needed in order to carry out that
purpose are the names, ages, and the number of individuals
residing in a household, and the address or location of such
household; and
(3) the penalty for refusing or neglecting to answer
questions on a decennial census questionnaire shall be imposed
only in the case of individuals failing to provide the
information described in paragraph (2).
