A BILL
To prohibit the imposition of access charges and other unfair fees and
charges on the provision of Internet services, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Internet Services Promotion Act of
2000''.
SEC. 2. PROHIBITION OF CHARGES ON INTERNET SERVICE PROVIDERS.
(a) Access Charges.--Section 254 of the Communications Act of 1934
(47 U.S.C. 254) is amended by adding at the end the following new
subsection:
``(l) Prohibition of Access Charges on Internet Service
Providers.--Notwithstanding subsection (b)(4) or (d) or any other
provision of this title, the Commission shall not impose on any
provider of Internet access service (as such term is defined in section
231(e)) any contribution for the support of universal service, or any
access charge under part 69 of the Commission's regulations (47 C.F.R.
part 69) or any successor regulation, that is based on a measure of the
time that telecommunications services are used in the provision of such
Internet access service.''.
(b) Regulatory Fees.--Section 9(h) of the Communications Act of
1934 (47 U.S.C. 159(h)) is amended--
(1) by striking ``or'' at the end of paragraph (1); and
(2) by inserting before the period at the end the
following: ``; or (3) providers of Internet access service (as
such term is defined in section 231(e))''.
SEC. 3. EXTENSION OF INTERNET TAX MORATORIUM.
Section 1101(a) of the Internet Tax Freedom Act (title XI of
division C of Public Law 105-277) is amended by striking ``3 years''
and inserting ``8 years''.
