Committee on Transportation and Infrastructure, and in addition to the
Committee on Resources, for a period to be subsequently determined by
the Speaker, in each case for consideration of such provisions as fall

A BILL
To require the Secretary of the Army to issue an environmental impact
statement before the International Joint Commission implements any
water regulation plan affecting the water levels of Lake Ontario or the
St. Lawrence River.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. REQUIREMENT OF ENVIRONMENTAL IMPACT STATEMENT.
Before the International Joint Commission implements any water
regulation plan affecting the water levels of Lake Ontario or the St.
Lawrence River, the Secretary of the Army shall issue an environmental
impact statement under section 102(2)(C) of the National Environmental
Policy Act (42 U.S.C. 4332(2)(C)) with respect to such plan.
