Providing for the mandatory implementation of the Office Waste Recycling Program in the House of Representatives.

Requires each Member and employing authority of the House of Representatives to comply with the Office Waste Recycling Program of the Office of the Architect of the Capitol (AOC).

Directs the AOC to: (1) ensure that all House employees with custodial duties are adequately trained in Program implementation; and (2) require any House contractor carrying out the Program to ensure that all personnel are trained in Program implementation; and (3) report semiannually to the Committee on House Oversight on Program compliance.

 Mr. Farr of California (for himself, Mr. Shays, Mr. George Miller of 
 California, Mr. Walsh, Mr. Blumenauer, Mr. Gilchrest, Ms. Pelosi, and 
 Mr. Visclosky) submitted the following resolution; which was referred 
                to the Committee on House Administration

                               RESOLUTION


 
    Providing for the mandatory implementation of the Office Waste 
           Recycling Program in the House of Representatives.

Whereas landfills throughout the Nation are filling up and the need for more 
        efficient use of our resources grows stronger everyday;
Whereas the House of Representatives uses over 2,500 tons of recyclable paper 
        products a year, yet only recycles a small portion of this waste;
Whereas the House of Representatives should set an example for the Nation by 
        implementing a simple, efficient, cost-effective recycling program for 
        all recyclable products;
Whereas the House of Representatives could save an enormous sum of money in 
        hauling costs and landfill fees by increasing the percentage of its 
        waste that is recycled;
Whereas the House of Representatives currently generates revenue by selling its 
        paper products to haulers, and could significantly increase this amount 
        with full participation by all House of Representatives offices; and
Whereas there are still problems with the collection and separation of the waste 
        products from those offices who have chosen to participate in the Office 
        Waste Recycling Program: Now, therefore, be it
    Resolved,

SECTION 1. REQUIREMENT.

    Each Member and each employing authority of the House of 
Representatives shall comply with the Office Waste Recycling Program of 
the Office of the Architect of the Capitol.

SEC. 2. TRAINING.

    The Architect of the Capitol shall--
            (1) ensure that all employees of the House of 
        Representatives whose responsibilities include custodial duties 
        are adequately trained in the implementation of the Office 
        Waste Recycling Program; and
            (2) require any contractor under a contract with the House 
        of Representatives for carrying out the Office Waste Recycling 
        Program to ensure that all contractor personnel are adequately 
        trained in the implementation of the Office Waste Recycling 
        Program.

SEC. 3. REGULATIONS.

    The Committee on House Administration shall have authority to 
prescribe regulations to carry out this Resolution.

SEC. 4. REPORT.

    The Architect of the Capitol shall submit semiannually to the 
Committee on House Administration a progress report on compliance with 
the Office Waste Recycling Program. The report shall include 
information on the implementation of the program and participation in 
the program.
