for Security.

Mr. Grams introduced the following bill; which was read twice and
referred to the Committee on Foreign Relations

A BILL
To amend the State Department Basic Authorities Act of 1956 to
establish within the Department of State an Under Secretary of State
for Security.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. UNDER SECRETARY OF STATE FOR SECURITY.
(a) Establishment of Position.--Section 1(b) of the State
Department Basic Authorities Act of 1956 (22 U.S.C. 2651a(b)) is
amended--
(1) by inserting ``(1)'' after ``Under Secretaries.--'';
and
(2) by adding at the end the following:
``(2) Of the number of Under Secretaries of State authorized by
paragraph (1), there shall be in the Department of State an Under
Secretary of State for Security who shall--
``(A) carry out such responsibilities as the Secretary of
State may assign; and
``(B) report directly to the Secretary of State.''.
(b) Report.--Not later than 30 days after the date of enactment of
this Act, the Secretary of State shall submit a report to the Committee
on Foreign Relations of the Senate and the Committee on International
Relations of the House of Representatives setting forth the
responsibilities assigned to the Under Secretary of State for Security
pursuant to section 1(c)(2)(A) of the State Department Basic
Authorities Act of 1956, as added by subsection (a).
