Emergency Spending Control Act of 1999 - Directs the President to include within each annual budget submission a separate appropriation account for appropriations for emergency spending for emergency requirements that equals the annual average of emergency spending for emergency requirements in the five preceding fiscal years.
Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to define "emergency requirement" as appropriations or spending for a natural disaster declared by the President.
Applies this Act to fiscal years beginning with 2001.

To control emergency spending by limiting such spending to natural
disasters.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Emergency Spending Control Act of
1999''.
SEC. 2. PRESIDENT'S BUDGET.
Section 1105(b) of title 31, United States Code, is amended by
adding at the end the following:
``(33) a separate appropriation account for appropriations
for emergency spending for emergency requirements (as defined
in section 250(c) of the Balanced Budget and Emergency Deficit
Control Act of 1985) that equals the annual average of
emergency spending for emergency requirements in the 5 fiscal
years preceding the budget year.''.
SEC. 3. LIMITATION OF EMERGENCY SPENDING TO NATURAL DISASTERS.
Section 250(c) of the Balanced Budget and Emergency Deficit Control
Act of 1985 (2 U.S.C. 900(c)) is amended by adding at the end the
following:
``(20) The term `emergency requirement' means
appropriations or spending for a natural disaster declared by
the President.''.
SEC. 4. EFFECTIVE DATE.
This Act and the amendments made by this Act shall apply to fiscal
years beginning with fiscal year 2001.
