Mrs. Jones of Ohio (for herself, Mr. Owens, Mr. Lipinski, and Mr.
Frost) submitted the following concurrent resolution; which was
referred to the Committee on Government Reform

CONCURRENT RESOLUTION
Expressing the sense of the Congress that the United States Postal
Service should issue a commemorative stamp on the subject of school
safety awareness.
Whereas discipline, order, and safety have a direct link to student achievement;
Whereas a secure, positive learning environment is a critical component of a
high-quality education;
Whereas safe and orderly schools facilitate effective teaching and learning,
while violence or the threat of violence diverts attention and resources
from education;
Whereas students cannot learn and educators cannot teach when threatened by
physical violence or harassment;
Whereas safe schools require safe communities and safe families;
Whereas young people bring with them to school the problems of their homes and
neighborhoods;
Whereas without addressing these underlying problems, complete school safety
will remain elusive;
Whereas schools must work more effectively with communities and families to
address various forms of school violence such as gang activity, hate-
motivated violence, sexual harassment, and drug activity; and
Whereas families and communities must acknowledge and support schools'
disciplinary efforts: Now, therefore, be it
Resolved by the House of Representatives (the Senate concurring),
That it is the sense of the Congress that--
(1) the United States Postal Service should issue a
commemorative postage stamp on the subject of school safety
awareness; and
(2) the Citizens' Stamp Advisory Committee should recommend
to the Postmaster General that such a stamp be issued.
