Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Department of Veterans Affairs

SEC. 2. RETIREMENT ANNUITIES FOR PART-TIME EMPLOYMENT.
(a) Title 38 Employees.--Section 7426 of title 38, United States
Code, is amended--
(1) by striking ``(a) Except as provided in subsection (b),
