A BILL
To increase the rates of military basic pay for members of the
uniformed services, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Military Pay Equity Act of 2001''.
SEC. 2. FISCAL YEAR 2002 INCREASE IN MILITARY BASIC PAY.
(a) Increase in Basic Pay.--Effective on January 1, 2002, the
rates of monthly basic pay for members of the uniformed services shall
be increased by 7.3 percent.
(b) Waiver of Section 1009 Adjustment.--The adjustment to become
effective during fiscal year 2002 required by section 1009 of title 37,
United States Code, in the rates of monthly basic pay authorized
members of the uniformed services shall not be made.
SEC. 3. REPORT REGARDING FURTHER CHANGES TO MILITARY BASIC PAY RATES.
(a) Report Required.--The Secretary of Defense shall prepare a
report evaluating the need to further change the rates of monthly basic
pay for members of the uniformed services in all or certain pay grades.
The report shall include the Secretary's recommendations regarding each
of the following proposals:
(1) Increasing basic pay rates for members serving in the
pay grades E-5, E-6, and E-7 who have between 6 and 20 years of
service as computed under section 205 of title 37, United
States Code.
(2) Increasing the basic pay for senior enlisted members in
positions of greater responsibility through the creation of a
new pay grade to which members serving in the pay grade E-9
could be promoted.
(3) Addressing the adequacy of entry-level basic pay rates
for members with dependents.
(b) Submission.--Not later than July 1, 2001, the Secretary of
Defense shall submit the report to the Committee on Armed Services and
the Committee on Appropriations of the House of Representatives and the
Committee on Armed Services and the Committee on Appropriations of the
Senate.
