To amend title 10, United States Code, to authorize the award of the
Purple Heart to civilian employees of the Department of Defense who are
killed or wounded by a terrorist attack.

and Mr. Wynn) introduced the following bill; which was referred to the
Committee on Armed Services

A BILL
To amend title 10, United States Code, to authorize the award of the
Purple Heart to civilian employees of the Department of Defense who are
killed or wounded by a terrorist attack.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. AUTHORITY FOR AWARD OF THE PURPLE HEART TO CIVILIAN
EMPLOYEES OF THE DEPARTMENT OF DEFENSE WHO ARE KILLED OR
WOUNDED BY A TERRORIST ATTACK.
(a) Authority.--Section 1131 of title 10, United States Code, is
amended--
(1) by inserting ``or a civilian officer or employee of the
Department of Defense'' after ``member of the armed forces'';
and
(2) by adding at the end the following new sentence: ``In
the case of a civilian officer or employee of the Department of
Defense, such decoration may be awarded only in the case of a
person who is killed or wounded as a result of a terrorist
attack.''.
(b) Clerical Amendments.--(1) The heading of such section is
amended to read as follows:
``Sec. 1131. Purple Heart: limitation on persons eligible''.
(2) The item relating to such section in the table of sections at
the beginning of chapter 57 of such title is amended to read as
follows:
``1131. Purple Heart: limitation on persons eligible.''.
(c) Effective Date.--The amendments made by subsection (a) shall
take effect as of September 10, 2001, and shall apply with respect to
persons killed or wounded on or after that date.
