A BILL
To amend the Public Health Service Act to direct the Secretary of
Health and Human Services to make grants to designated eligible
entities for the design and implementation of innovative models of
patient care that are conducive to retention and recruitment of nurses,
and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Patient Care Innovation Act of
2001''.
SEC. 2. GRANTS FOR INNOVATIVE MODELS OF PATIENT CARE THAT ARE CONDUCIVE
TO RETENTION AND RECRUITMENT OF NURSES.
Title VIII of the Public Health Service Act (42 U.S.C. 296 et seq.)
is amended by adding at the end the following:
``PART H--INNOVATIVE MODELS OF PATIENT CARE
``SEC. 851. GRANTS FOR INNOVATIVE MODELS OF PATIENT CARE.
``(a) Authorization.--The Secretary shall make grants to designated
eligible entities for the design and implementation of innovative
models of patient care that provide high quality patient care,
recognize and effectively use the professional competencies of nurses,
and create workplace environments conducive to retention and
recruitment of nurses.
``(b) Designated Eligible Entity.--In this section, the term
`designated eligible entity' means an eligible entity that is a public
or nonprofit hospital, hospice, home health agency, skilled nursing
facility, nursing home, or home care system.
``(c) Priority.--In making grants under subsection (a), the
Secretary shall give priority to grants to carry out innovative models
of patient care to be designed and implemented with the involvement of
direct patient care givers.
``(d) Representation.--In making grants under subsection (a), the
Secretary shall ensure that the innovative models of patient care
assisted under the grants represent--
``(1) an equitable balance between rural and urban needs;
and
``(2) the full continuum of designated eligible entities
listed in subsection (b).
``(e) Application.--A grant may be made under subsection (a) only
if an application for the grant is submitted to the Secretary and the
application is in such form, is made in such manner, and contains such
agreements, assurances, and information as the Secretary determines to
be necessary to carry out this section.
``(f) Authorization of Appropriations.--For the purpose of carrying
out this section, there are authorized to be appropriated $20,000,000
for each of fiscal years 2003 through 2007.''.
