To amend title 18, United States Code, to include scientific materials 
     in the definition of material support for the purposes of the 
       prohibition against giving material support to terrorists.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Blocking Support for Terrorists Act 
of 2001''.

SEC. 2. PROHIBITION ON GIVING SCIENTIFIC MATERIALS TO TERRORISTS.

    Section 2339A(b) of title 18, United States Code, is amended by 
inserting ``scientific texts, scientific manuals, and other scientific 
reference materials'' after ``transportation,''.
