A BILL
To amend the impact aid program under section 8003 of the Elementary
and Secondary Education Act of 1965 to include children who are
citizens of the freely associated states in the computation of the
amount of basic support payments to local educational agencies under
the program.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. AMENDMENT TO IMPACT AID PROGRAM.
(a) In General.--Section 8003(a) of the Elementary and Secondary
Education Act of 1965 (20 U.S.C. 7703(a)) is amended by adding at the
end the following:
``(6) Children who are citizens of the freely associated
states.--For purposes of computing the amount of a payment for
a local educational agency under this subsection, the Secretary
shall consider children who are citizens of the Republic of the
Marshall Islands, the Federated States of Micronesia, or the
Republic of Palau and who, during the preceding school year,
were in average daily attendance in the schools of such agency
and for whom such agency provided free public education to be
children described under paragraph (1)(B).''.
(b) Effective Date.--The amendment made by subsection (a) shall
apply with respect to the computation of the amount of a payment to a
local educational agency for fiscal years beginning on or after the
date of the enactment of this Act.
