Mrs. Mink of Hawaii introduced the following bill; which was referred
to the Committee on Ways and Means

A BILL
To require gifts of less than $100 to be disregarded in determining
income under the supplemental security income program under title XVI
of the Social Security Act.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. DISREGARD OF GIFTS OF LESS THAN $100 IN DETERMINING INCOME
UNDER THE SSI PROGRAM.
Section 1612(b) of the Social Security Act (42 U.S.C. 1381-1383c)
is amended
(1) by striking ``and'' at the end of paragraph (21);
(2) by striking the period at the end of paragraph (22) and
inserting ``; and''; and
(3) by adding at the end the following:
``(23) any gift to, or for the benefit of, such individual
(or such spouse) which has a fair market value of less than
$100.''.
(b) Effective Date.--The amendments made by subsection (a) shall
apply to gifts received in calendar months beginning after the date of
the enactment of this Act.
