Years 1994 and 1995 to require that certain claims of expropriation by
the Government of Nicaragua be filed within a specified time period for
purposes of the prohibition on foreign assistance to that government.

A BILL
To amend section 527 of the Foreign Relations Authorization Act, Fiscal
Years 1994 and 1995 to require that certain claims of expropriation by
the Government of Nicaragua be filed within a specified time period for
purposes of the prohibition on foreign assistance to that government.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Nicaragua Property Dispute
Settlement Act of 2002''.
SEC. 2. CERTAIN CLAIMS FOR EXPROPRIATION OF PROPERTY BY THE GOVERNMENT
OF NICARAGUA.
Section 527 of the Foreign Relations Authorization Act, Fiscal
Years 1994 and 1995 (22 U.S.C. 2370a) is amended by adding at the end
the following new subsection:
``(i) Certain Claims for Expropriation by Government of
Nicaragua.--Any claim of a United States person against the Government
of Nicaragua for any action that--
``(1) is described in subparagraph (A), (B), or (C) of
subsection (a)(1), and
``(2) was taken during the period beginning on January 1,
1956, and ending on January 9, 2002,
shall not be taken into account for purposes of the prohibition on
assistance set forth in subsection (a), unless the claim is made in
writing with the United States Embassy in Managua, Nicaragua within 180
days after the date of the enactment of this subsection.''.
