RESOLUTION
Congratulating President-elect Alejandro Toledo on his election to the
Presidency of Peru, congratulating the people of Peru for the return of
democracy to Peru, and expressing sympathy for the victims of the
devastating earthquake that struck Peru on June 23, 2001.
Resolved,
SECTION 1. DEMOCRATIC ELECTIONS IN PERU AND UNITED STATES-PERUVIAN
RELATIONS.
(a) Findings.--The House of Representatives finds the following:
(1) The people of Peru have courageously struggled to
restore democracy and the rule of law to Peru following the
fraudulent elections on May 28, 2000, and the decade of
undemocratic rule by former President Alberto Fujimori.
(2) In elections on April 8 and June 3, 2001, the people of
Peru held democratic elections to choose their government.
(3) These elections were determined by domestic and
international observers to be free, fair, transparent, and the
legitimate expression of the will of the people of Peru.
(4) The 2001 elections in Peru form the foundation for a
democratic government that represents the will and sovereignty
of the people of Peru.
(b) Statement of Policy Regarding Elections in Peru.--The House of
Representatives, on behalf of the people of the United States--
(1) congratulates the people of Peru for the successful
completion of free and fair elections held on April 8 and June
3, 2001;
(2) congratulates Alejandro Toledo for his election as
President of Peru and his continued strong commitment to
democracy;
(3) congratulates Valentin Paniagua, the current President
of Peru, for his commitment to ensuring a stable and peaceful
transition to democracy and the rule of law; and
(4) congratulates the Organization of American States (OAS)
Electoral Observer Mission, led by Eduardo Stein, for its
service in promoting representative democracy in the Americas
by working to ensure free and fair elections in Peru.
(c) Sense of the House of Representatives Regarding Relations
Between the United States and Peru.--It is the sense of the House of
Representatives that--
(1) the United States should expand its cooperation with
the Government of Peru to promote--
(A) the strengthening of democratic institutions
and the rule of law in Peru; and
(B) economic development and an improved quality of
life for citizens of both countries;
(2) the Governments of the United States and Peru should
act in solidarity to promote democracy and respect for human
rights in the Western Hemisphere and throughout the world; and
(3) the Governments of the United States and Peru should
enhance cooperation to confront common threats such as
corruption and trafficking in illicit narcotics and arms.
SEC. 2. EARTHQUAKE OF JUNE 23, 2001, IN PERU.
(a) Findings.--The House of Representatives finds the following:
(1) On the afternoon of June 23, 2001, a devastating and
deadly earthquake with a magnitude of 8.1 on the Richter scale
struck Peru, killing at least 97 people, injuring thousands,
and leaving thousands more homeless and sleeping in the streets
in freezing temperatures.
(2) The earthquake has left significant damage throughout
southeastern Peru, including the devastation of mountain
villages, and severe damage in the historic, colonial city of
Arequipa.
(3) An aftershock of 5.7 on the Richter scale has already
been recorded and additional aftershocks are expected to occur.
(4) The people of Peru have displayed strength, courage,
and determination to rebuild in the aftermath of this
earthquake.
(5) Peru has appealed to the International Committee of the
Red Cross and other relief organizations in the international
community for economic assistance to meet the relief and
reconstruction needs of Peru in the aftermath of this
earthquake.
(6) The United States has offered technical and monetary
assistance to Peru through the United States Agency for
International Development.
(b) Statement of Policy.--The House of Representatives--
(1) expresses--
(A) deep sympathy to the people of Peru for the
tragic losses suffered as a result of the earthquake of
June 23, 2001; and
(B) support for the efforts of the people of Peru
to rebuild their homes and lives;
(2) expresses support for relief and reconstruction
assistance to Peru provided by international relief agencies
and the international community, including the United States
Agency for International Development;
(3) urges the President of the United States to encourage
such entities to expedite such assistance; and
(4) encourages assistance by other countries and
organizations to alleviate the suffering of the people of Peru
and to assist them in rebuilding their homes and lives.
