To amend the Robert T. Stafford Disaster Relief and Emergency
Assistance Act to direct the Director of the Federal Emergency
Management Agency to conduct a study to determine the resources that

A BILL
To amend the Robert T. Stafford Disaster Relief and Emergency
Assistance Act to direct the Director of the Federal Emergency
Management Agency to conduct a study to determine the resources that
are needed for development of an effective nationwide communications
system for emergency response personnel.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. STUDY OF EMERGENCY RESPONSE COMMUNICATIONS SYSTEM.
Title VII of the Robert T. Stafford Disaster Relief and Emergency
Assistance Act (42 U.S.C. 5201 et seq.) is amended by adding at the end
the following:
``SEC. 706. STUDY OF EMERGENCY RESPONSE COMMUNICATIONS SYSTEM.
``(a) In General.--The Director shall conduct a study to determine
the resources that are needed for development of an effective
nationwide communications system for emergency response personnel.
``(b) Report.--Not later than 90 days after the date of enactment
of this section, the Director shall submit to the Committee on
Environment and Public Works of the Senate and the Committee on
Transportation and Infrastructure of the House of Representatives a
report on the study.''.
