A BILL
To prohibit the Administrator of the Environmental Protection Agency
from issuing or renewing certain national pollutant discharge
elimination system permits.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Potomac River Protection Act.''
SEC. 2. NPDES PERMITS FOR DISCHARGES INTO POTOMAC RIVER.
Notwithstanding any other provision of law, the Administrator of
the Environmental Protection Agency shall neither renew any permit of,
nor issue any new permit to, any Federal agency or entity for any
discharge under section 402 of the Federal Water Pollution Control Act
(33 U.S.C. 1342) into any portion of the Potomac River that flows on or
through land under the jurisdiction of the National Parks Service
unless the new or renewed permit limits the quantity of pollutants
permitted to be discharged to not more than 3 times the average
quantity of pollutants permitted to be discharged by other permits
issued under section 402 of that Act within Region III of the
Environmental Protection Agency, as determined by the Administrator.
