Mr. McCain (for himself, Mr. Feingold, Ms. Snowe, Mr. Jeffords, Mr.
Schumer, Ms. Cantwell, Ms. Collins, Mr. Lieberman, Mr. Levin, Mr.
Edwards, and Mr. Thompson) introduced the following joint resolution;
which was read twice and referred to the Committee on Rules and

JOINT RESOLUTION
Disapproving the rule submitted by the Federal Election Commission
under chapter 8 of title 5, United States Code, relating to prohibited
and excessive contributions.
Resolved by the Senate and House of Representatives of the United
States of America in Congress assembled, That Congress disapproves the
rule submitted by the Federal Election Commission relating to
Prohibited and Excessive Contributions: Non-Federal Funds or Soft
Money, published at 67 Fed. Reg. 49063 (2002), and such rule shall have
no force or effect.
