A BILL
To direct the Secretary of Transportation to carry out a project to
establish a greenway for purposes of environmental preservation along
the portion of State Route 11 proposed for construction between Salem
and Waterford, Connecticut.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Route 11 Greenway Act of 2003''.
SEC. 2. GREENWAY PROJECT AUTHORIZATION, CONNECTICUT.
(a) In General.--The Secretary of Transportation shall carry out a
project to establish a greenway for purposes of environmental
preservation along the portion of State Route 11 proposed for
construction between Salem and Waterford, Connecticut.
(b) Acquisition of Land.--In establishing a greenway under this
section, the Secretary shall acquire land that is in addition to any
land required to mitigate the environmental impacts of the highway
construction project referred to in subsection (a).
(c) Delegation.--Upon the request of the State of Connecticut, the
Secretary shall delegate responsibility for carrying out the project to
the State, acting through the Route 11 Greenway Authority Commission.
(d) Authorization of Appropriations.--There is authorized to be
appropriated out of the Highway Trust Fund (other than the Mass Transit
Account) to carry out this section $2,000,000 for each of fiscal years
2004 through 2008.
(e) Contract Authority.--Funds authorized to carry out this section
shall be available for obligation in the same manner as if the funds
were apportioned under subchapter 1 of chapter 1 of title 23, United
States Code, except that the Federal share of the cost of the project
shall be 100 percent and such funds shall remain available until
expended.
