Directs the Secretary of the Interior to revise the boundaries of a specified portion of the Brigantine Wilderness Area (in the Edwin B. Forsythe National Wildlife Refuge, formerly known as the Brigantine National Wildlife Refuge) located on Long Beach Island in Ocean County, New Jersey, to provide a narrow transition zone between the mean high tide line and the wilderness boundaries to permit vehicles to safely access and park on the beach without inadvertently entering the wilderness area. Declares that nothing in this Act shall be construed to alter the Secretary's authority to prohibit or restrict public access to such area during the breeding season of the piping plover.

A BILL
To ensure the safety of recreational fishermen and other persons who
use motor vehicles to access beaches adjacent to the Brigantine
Wilderness Area in the Edwin B. Forsythe National Wildlife Refuge, New
Jersey, by providing a narrow transition zone above the mean high tide
line where motor vehicles can be safely driven and parked.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. MOTOR VEHICLE TRANSITION AREA, BRIGANTINE WILDERNESS AREA,
EDWIN B. FORSYTHE NATIONAL WILDLIFE REFUGE, NEW JERSEY.
(a) Finding.--Section 1(h) of Public Law 93-632 (88 Stat. 2153)
designated the Brigantine Wilderness Area in the Edwin B. Forsythe
National Wildlife Refuge (formerly known as the Brigantine National
Wildlife Refuge), New Jersey, and the Secretary of the Interior was
directed to prepare a legal description and map to accurately represent
the boundaries of the wilderness area as so designated.
(b) Revision of Boundary Required.--The Secretary of the Interior
shall revise the boundaries of that portion of the Brigantine
Wilderness Area located on Long Beach Island in Ocean County, New
Jersey, to provide a narrow transition zone between the mean high tide
line and the wilderness boundaries (but not less than 60 feet in width)
to permit vehicles to safely access and park on the beach without
inadvertently entering the wilderness area. The Secretary shall
determine the mean high tide line for the area using information
available from the State of New Jersey.
(c) Continued Protection for Piping Plover.--Nothing in subsection
(b) shall be construed to alter the authority of the Secretary of the
Interior to prohibit or restrict public access to that portion of the
Edwin B. Forsythe National Wildlife Refuge and Brigantine Wilderness
Area on Long Beach Island during the breeding season of the piping
plover.
