War Funding Accountability Act of 2003 - Authorizes emergency supplemental appropriations for the reconstruction of Iraq and Afghanistan and the war on terrorism for FY 2004 to be made available only in allotments of $20 billion or less and only if the President submits a report to Congress that: (1) describes the purpose of each program to receive $1 million or more; (2) describes the purpose and contract for any allotment for rehabilitation or reconstruction; (3) describes progress being made to restore self-government, provide civil services, and ensure adequate security for the Iraqi people; (4) surveys the security, infrastructure, and other needs in Iraq and Afghanistan; (5) assesses other security and reconstruction needs in Iraq and Afghanistan; (6) describes efforts to obtain increased assistance from other countries; and (7) describes efforts to provide adequate deployment rotation and other relief for U.S. troops in Iraq.

A BILL
To require amounts appropriated under any Act making emergency
supplemental appropriations for the reconstruction of Iraq and
Afghanistan and the war on terrorism for fiscal year 2004 to be made
available in allotments and in accordance with certain reporting
requirements.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``War Funding Accountability Act of
2003''.
SEC. 2. AVAILABILITY OF FUNDS IN EMERGENCY SUPPLEMENTAL APPROPRIATIONS
ACTS FOR THE RECONSTRUCTION OF IRAQ AND AFGHANISTAN AND
THE WAR ON TERRORISM.
(a) Availability.--Notwithstanding any other provision of law,
amounts appropriated by an Act, enacted after the date of the enactment
of this Act, making emergency supplemental appropriations for the
reconstruction of Iraq and Afghanistan and the war on terrorism for
fiscal year 2004 may only be made available in allotments of
$20,000,000,000 or less and only if, not less than 15 days prior to
obligation and expenditure of amounts in each such allotment, the
President transmits to Congress a report described in subsection (b).
(b) Report.--A report referred to in subsection (a) is a report
that contains the following:
(1) For each program, project, or activity to be funded in
the allotment at an amount equal to or greater than $1,000,000,
a detailed description of the purpose of the program, project,
or activity.
(2) For each program, project, or activity to be funded in
the allotment for the rehabilitation or reconstruction of Iraq
or Afghanistan--
(A) a detailed description of the purpose of the
program, project, or activity; and
(B) in the case of contract entered into by the
United States Government for the repair, maintenance,
or construction of infrastructure in Iraq or
Afghanistan--
(i) the name of the contractor and the
process by which the contract was awarded;
(ii) the amount of the contract; and
(iii) the date on which work under the
contract is to begin.
(3) A description of the progress being made to achieve the
goal of restoring self-government to Iraq, providing civil
services to the Iraqi people, and ensuring adequate security
for the Iraqi people.
(4) A comprehensive survey of the security, infrastructure,
and other needs in Iraq and Afghanistan, including progress
made in the reconstruction of the electric power
infrastructure, water and sewage services, the
telecommunications infrastructure, and the repair and upgrade
of hospitals, clinics, public buildings, roadways, and bridges.
(5) An assessment of any other security and reconstruction
needs in Iraq and Afghanistan, including estimates of
additional funding that will be required to meet those needs.
(6) A description of efforts to obtain increased assistance
from other countries for the rehabilitation and reconstruction
of Iraq, including increased financial assistance and security
assistance (such as deployment of military forces or other
related personnel).
(7) A description of efforts to provide adequate deployment
rotation and other relief for United States troops serving in
Iraq, including efforts to construct improved living quarters
for those United States troops.
