Hospitalized Veterans Financial Assistance Act of 2003 - Makes the commencement date of the period of payment of a temporary increase in veterans' disability compensation for hospitalization or treatment the day on which such hospitalization or treatment commences. (Currently, such date is the first day of the month in which such hospitalization or treatment commences, when the hospitalization or treatment commences and terminates within the same calendar month.)

A BILL
To amend title 38, United States Code, to allow the payment of
veterans' benefits in all hospitalization and convalescent claims to
begin effective on the day on which hospitalization or treatment
begins.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Hospitalized Veterans Financial
Assistance Act of 2003''.
SEC. 2. COMMENCEMENT OF PERIOD OF PAYMENT.
(a) In General.--Paragraph (2) of section 5111(c) of title 38,
United States Code, is amended to read as follows:
``(2) In the case of a temporary increase in compensation for
hospitalization or treatment, the period of payment shall commence on
the day on which such hospitalization or treatment commences.''.
(b) Effective Date.--The amendment made by subsection (a) shall
apply to periods of hospitalization or treatment beginning on or after
the date of the enactment of this Act.
