Women's Sustainability Recovery Act of 2004 - Establishes FY 2004 funding priorities for women's business development centers by: (1) reserving a certain percentage of available funds for sustainability grants under the Small Business Act notwithstanding current limits on the use of unawarded funds; (2) setting a maximum funding amount for such grants; and (3) specifying a formula for continuation grants to centers that received FY 2003 funding.

A BILL
To amend the Small Business Act to establish funding priorities for
women's business centers for fiscal year 2004.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Women's Sustainability Recovery Act
of 2004''.
SEC. 2. FUNDING PRIORITIES FOR WOMEN'S BUSINESS DEVELOPMENT CENTERS FOR
FISCAL YEAR 2004.
(a) Reservation of Funds for Sustainability Grants.--
Notwithstanding section 29(k)(4)(B) of the Small Business Act (15
U.S.C. 656(k)(4)(B)), 48 percent of the total amount made available for
fiscal year 2004 for grants under section 29 of such Act shall be
reserved by the Administrator of the Small Business Administration for
sustainability grants under section 29(l) of such Act.
(b) Maximum Amount of Sustainability Grants.--The amount of funding
made available by the Administrator of the Small Business
Administration under section 29(l) of the Small Business Act (15 U.S.C.
656(l)) to any women's business center for fiscal year 2004 shall not
exceed $125,000.
(c) Amount of Continuation Grants.--The amount of funding made
available for fiscal year 2004 by the Administrator of the Small
Business Administration under section 29(b) of the Small Business Act
(15 U.S.C. 656(b)) to any women's business center that also received
funding under such section for fiscal year 2003 shall be equal to the
lesser of--
(1) $150,000, or
(2) the amount requested by such women's business center.
