Law Enforcement Partnership to Combat Terrorism Act - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to earmark not less than 25 percent of amounts made available under the "cops on the beat" program for programs, projects, and other activities to: (1) increase the number of, and enhance coordination among, law enforcement officers involved in intelligence activities for combating terrorism; and (2) provide specialized training to one intelligence officer and one analyst officer per grant recipient to enhance such officers' observation, intelligence gathering, foreign language, and analytic skills needed to focus on intelligence for combating terrorism.

Directs the Attorney General to ensure that each such intelligence or analyst officer has a security clearance of not less than the "top secret" level.

 To provide for the use of COPS funds for State and local intelligence 
                   officers, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Law Enforcement Partnership to 
Combat Terrorism Act''.

SEC. 2. USE OF COPS FUNDS FOR INTELLIGENCE OFFICERS.

    Section 1701 of the Omnibus Crime Control and Safe Streets Act of 
1968 (42 U.S.C. 3796dd) is amended by adding at the end the following 
new subsection:
    ``(l) Grants for Intelligence Officers.--
            ``(1) In general.--Notwithstanding any other provision of 
        this Act, not less than 25 percent of amounts made available to 
        carry out this part shall be used only for programs, projects, 
        and other activities to--
                    ``(A) increase the number of law enforcement 
                officers involved in activities that are focused on 
                intelligence for the purposes of combatting terrorism 
                by hiring new officers and redeploying existing 
                officers to such activities;
                    ``(B) provide specialized training to not more than 
                one intelligence officer, and not more than one analyst 
                officer, per recipient of grant amounts, to enhance 
                such officers' observation, intelligence gathering, 
                foreign language, and analytic skills needed to focus 
                on intelligence for the purposes of combatting 
                terrorism; and
                    ``(C) enhance coordination among Federal, State, 
                and local law enforcement officers involved in 
                activities specified in subparagraph (A), to ensure a 
                concentrated, connected nationwide effort to combat 
                terrorism.
            ``(2) Security clearances.--The Attorney General shall 
        ensure that an intelligence officer or analyst officer under 
        paragraph (1)(B) has a security clearance of not less than the 
        `top secret' level.''.
                                 <all>
