Mr. Sweeney submitted the following resolution; which was referred to
the Committee on Government Reform

RESOLUTION
Congratulating Roger Clemens of the New York Yankees for pitching 300
major league wins.
Whereas Roger Clemens of the New York Yankees pitched a winning game Friday,
June 13, 2003, against the Saint Louis Cardinals at Yankee Stadium;
Whereas this win was the 300th of his career, making Roger Clemens only the 21st
player in major league history to reach this mark, making him only the
5th 300-game winner in the 103-year history of the American League;
Whereas Roger Clemens' achievement is one of the most impressive and difficult
to accomplish in baseball history, placing him in the very select
company of the greatest pitchers of all time;
Whereas from his first win against the Minnesota Twins in 1984 to today, Roger
Clemens has awed us with his ability and athletic prowess on the field
and his dignity and selflessness off the field;
Whereas Roger Clemens has showed us how powerful the combination of passion,
discipline and desire can be, by winning the coveted Cy Young award an
unprecedented 6 times;
Whereas throughout his record-breaking career Roger Clemens has embodied the
talent, exuberance, team spirit, and determination that Americans
associate with the very best qualities of sports and athletic
competition;
Whereas throughout the intense media scrutiny and public attention that has
accompanied his historic career, Roger Clemens has consistently
conducted himself with modesty and humility that has been an inspiration
to all Americans; and
Whereas Roger Clemens also accomplished another amazing feat Friday, June 13,
2003, striking out the 4,000th batter of his career--only Nolan Ryan and
Steve Carlton have more strikeouts than Roger Clemens, who had 10 on
that night: Now, therefore, be it
Resolved, That the House of Representatives congratulates and
commends Roger Clemens of the New York Yankees for his amazing
accomplishment and for letting us dream as big as our hearts will
allow, and thanks him for being a role model and an inspiration.
