Waives a specified requirement of rule XIII with respect to a reported resolution providing for consideration or disposition of a bill or joint resolution making: (1) further continuing appropriations for FY 2004, or any amendment thereto; or (2) general appropriations for such fiscal year, any amendment thereto, or any conference report thereon.

                               RESOLUTION


 
   Waiving a requirement of clause 6(a) of rule XIII with respect to 
  consideration of certain resolutions reported from the Committee on 
                                 Rules.

    Resolved, That the requirement of clause 6(a) of rule XIII for a 
two-thirds vote to consider a report from the Committee on Rules on the 
same day it is presented to the House is waived with respect to any 
resolution reported on the legislative day of November 21, 2003, 
providing for consideration or disposition of any of the following 
measures:
            (1) A bill or joint resolution making further continuing 
        appropriations for the fiscal year 2004, or any amendment 
        thereto.
            (2) A bill or joint resolution making general 
        appropriations for the fiscal year ending September 30, 2004, 
        any amendment thereto, or any conference report thereon.
