Condemning the terrorist attacks in Mombasa, Kenya, which occurred on November 28, 2002.

Condemns the terrorist attacks in Mombasa, Kenya, which occurred on November 28, 2002, in which innocent Kenyan and Israeli civilians were targeted.

Urges the President to seek the cooperation of all countries in the war on terrorism, including through the prohibition of financial support for Al Qaeda and other terrorist organizations in the Middle East and Africa and through opposing the glorification of suicide bombers and other terrorists.

Urges the United States, Kenya, and Israel to stand united in the global war on terrorism and to work together to bring to justice the perpetrators of the terrorist attacks in Mombasa, Kenya.

                               RESOLUTION


 
 Condemning the terrorist attacks in Mombasa, Kenya, which occurred on 
                           November 28, 2002.

Whereas on the morning of November 28, 2002, terrorists used explosive devices 
        to attack the Israeli-owned Paradise Hotel in Mombasa, Kenya;
Whereas ten Kenyans and three Israelis, including two young brothers, were 
        killed in the attack;
Whereas several dozen Kenyans and Israelis were injured in the attack;
Whereas the Paradise Hotel was destroyed in the attack;
Whereas as a result of the attack, the tourism industry in Kenya and other east 
        African countries will likely be adversely impacted;
Whereas on the morning of November 28, 2002, terrorists also fired two SA-97 
        heat-seeking missiles at an Israeli owned and operated Arkia Boeing 757-
        300 outside the Mombasa Airport;
Whereas the missiles barely missed the aircraft which was filled with 264 
        passengers and crew members;
Whereas on December 4, 2002, President George W. Bush stated in reference to the 
        attacks that Al Qaeda was involved in the bombings in Kenya;
Whereas other terrorist organizations and networks cooperated with Al Qaeda in 
        carrying out these attacks;
Whereas the terrorist attacks in Mombasa, Kenya, were part of a larger global 
        campaign of terrorism by Al Qaeda to purposely target innocent civilians 
        in the United States, Africa, Israel, and countries in other parts of 
        the world; and
Whereas other foreign-owned facilities in Kenya have been attacked by terrorists 
        in the past, including the United States Embassy in Nairobi in 1998 and 
        the Norfolk Hotel in Nairobi in 1980: Now, therefore, be it
    Resolved, That the House of Representatives--
            (1) strongly condemns the terrorist attacks in Mombasa, 
        Kenya, which occurred on November 28, 2002, in which innocent 
        Kenyan and Israeli civilians were targeted;
            (2) expresses its condolences to the people of Kenya and 
        Israel;
            (3) urges the President to seek the cooperation of all 
        countries in the war on terrorism, including through the 
        prohibition of financial support for Al Qaeda and other 
        terrorist organizations in the Middle East and Africa and 
        through opposing the glorification of suicide bombers and other 
        terrorists; and
            (4) urges the United States, Kenya, and Israel to stand 
        united in the global war on terrorism that targets the 
        civilized world and to work together to bring to justice the 
        perpetrators of the terrorist attacks in Mombasa, Kenya.
