Amends rule XXII (Precedence of motions) of the Standing Rules of the Senate to repeal the requirements for the precedence and procedure of cloture motions with respect to debate on any measure, motion, other matter pending before the Senate, or unfinished business (thus eliminating any provision for cloture of debates).

To strike paragraph 2 of rule XXII of the Standing Rules of the Senate,

Resolved, That rule XXII of the Standing Rules of the Senate is
amended by striking paragraph 2.
