Amends the Omnibus Parks and Public Lands Management Act of 1996 to delay until September 30, 2015 (currently, September 30, 2005) or whenever a feasible alternative exists, whichever comes first, the prohibition against the use by commercial vehicles of Highway 209 within Delaware Water Gap National Recreation Area; and (2) change the maximum authorized per-trip commercial vehicle use fee from $25 to an amount that fully covers the cost of operation of the road, but not to exceed $40 per trip.

A BILL
To amend the Omnibus Parks and Public Lands Management Act of 1996 to
allow certain commercial vehicles to continue to use Route 209 within
Delaware Water Gap National Recreation Area and to allow the National
Park Service to continue to collect fees from those vehicles, and for
other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. USE OF CERTAIN ROADS WITHIN DELAWARE WATER GAP.
Section 702 of Division I of the Omnibus Parks and Public Lands
Management Act of 1996 (Public Law 104-333; 110 Stat. 4185) is
amended--
(1) by striking ``2005'' and inserting ``2015'' each place
it appears;
(2) in subsection (c)(2), by striking ``$25'' and inserting
``$40''; and
(3) by adding at the end the following new subsection:
``(d) River Road.--The Secretary of the Interior shall ensure that
any proposal that is adopted by the National Park Service to maintain
or reconstruct River Road within Delaware Water Gap National Recreation
Area provides for that road to be open to two-way traffic. This
subsection shall not prohibit the Secretary from allowing temporary
closures of one or more lanes of traffic on River Road for emergency or
public safety purposes.''.
