Amends the Federal Election Campaign Act of 1971 to: (1) lower the limits on contributions to candidates (from $2,000 to $1,000), contributions to nonparty political committees (from $5,000 to $1,000), and contributions by multicandidate political committees to candidates (from $5,000 to $1,000); (2) provide for delay in implementation of indexing of the limit on the maximum amount of contribution to a candidate; and (3) apply indexing to certain other limits.

A BILL
To amend the Federal Election Campaign Act of 1971 to reduce certain
contribution limits under such Act.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. REDUCTION OF LIMIT ON MAXIMUM AMOUNT OF CERTAIN
CONTRIBUTIONS.
(a) Contributions to Candidates.--Section 315(a)(1)(A) of the
Federal Election Campaign Act of 1971 (2 U.S.C. 441a(a)(1)(A)) is
amended by striking ``$2,000'' and inserting ``$1,000''.
(b) Contributions to Nonparty Political Committees.--Section
315(a)(1)(C) of the Federal Election Campaign Act of 1971 (2 U.S.C.
441a(a)(1)(C)) is amended by striking ``$5,000'' and inserting
``$1,000''.
(c) Contributions by Multicandidate Political Committees to
Candidates.--Section 315(a)(2)(A) of such Act (2 U.S.C. 441a(a)(2)) is
amended by striking ``$5,000'' and inserting ``$1,000''.
SEC. 2. DELAY IN IMPLEMENTATION OF INDEXING OF LIMIT ON MAXIMUM AMOUNT
OF CONTRIBUTION TO CANDIDATE; APPLICATION OF INDEXING TO
CERTAIN OTHER LIMITS.
(a) Application to Limits on Contributions to Nonparty Political
Committees and Contributions by Multicandidate Political Committees to
Candidates.--Section 315(c)(1) of the Federal Election Campaign Act of
1971 (2 U.S.C. 441a(c)(1)) is amended--
(1) in subparagraph (B)(i), by inserting ``(a)(1)(C),
(a)(2)(A),'' after ``(a)(1)(B),''; and
(2) in subparagraph (C), by inserting ``(a)(1)(C),
(a)(2)(A),'' after ``(a)(1)(B),''.
(b) Timing of Indexing.--
(1) Delay in indexing for certain limits.--Section
315(c)(1)(B) of such Act (2 U.S.C. 441a(c)(1)(B)) is amended by
striking ``2002'' and inserting ``2002 (or, in the case of the
limitation established by subsections (a)(1)(A), (a)(1)(C), or
(a)(2)(A), 2008)''.
(2) Determination of base period.--Section 315(c)(2)(B) of
such Act (2 U.S.C. 441a(c)(2)(B)) is amended--
(A) in clause (i), by striking ``and'' at the end;
(B) in clause (ii)--
(i) by striking ``(a)(1)(A),'', and
(ii) by striking the period at the end and
inserting ``; and''; and
(C) by adding at the end the following new clause:
``(iii) for purposes of subsections (a)(1)(A), (a)(1)(C),
and (a)(2)(A), calendar year 2007.''.
SEC. 3. EFFECTIVE DATE.
The amendments made by this Act shall apply with respect to
elections for Federal office occurring after December 2006.
