A BILL
To amend title 38, United States Code, to improve the pension program
of the Department of Veterans Affairs.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Veterans' Pension Improvement Act of
2006''.
SEC. 2. IMPROVEMENT TO VETERANS PENSION PROGRAM.
(a) Veterans Pension.--Section 1521 of title 38, United States
Code, is amended--
(1) in subsection (b), by striking ``$3,550'' and inserting
``$12,250'';
(2) in subsection (c), by striking ``$4,651'' and ``$600''
and inserting ``$16,500'' and ``$2,088'', respectively;
(3) in subsection (d)--
(A) in paragraph (1), by striking ``$5,680'' and
inserting ``$19,322''; and
(B) in paragraph (2), by striking ``$6,781'' and
``$600'' and inserting ``$23,572'' and ``$2,088'',
respectively;
(4) in subsection (e), by striking ``$4,340'', ``$5,441'',
and ``$600'' and inserting ``$14,606'', ``$18,856'', and
``$2,088'', respectively;
(5) in subsection (f)--
(A) in paragraph (1), by striking ``$4,651'' and
inserting ``$16,500'';
(B) in paragraph (2), by striking ``$6,781'' and
``$8,911'' and inserting ``$23,572'' and ``$30,644'',
respectively;
(C) in paragraph (3), by striking ``$5,441'' and
``$6,231'' and inserting ``$18,856'' and ``$21,212'',
respectively;
(D) in paragraph (4), by striking ``$7,571'' and
inserting ``$25,928''; and
(E) in paragraph (5), by striking ``$600'' and
inserting ``$2,088''; and
(6) in subsection (g), by striking ``$800'' and inserting
``$2,400''.
(b) Surviving Spouse Pension.--Section 1541 of such title is
amended--
(1) in subsection (b), by striking ``$2,379'' and inserting
``$11,760'';
(2) in subsection (c), by striking ``$3,116'' and ``$600''
and inserting ``$15,840'' and ``$2,088'', respectively;
(3) in subsection (d)--
(A) in paragraph (1), by striking ``$3,806'' and
inserting ``$16,006''; and
(B) in paragraph (2), by striking ``$4,543'' and
``$600'' and inserting ``$20,086'' and ``$2,088'',
respectively; and
(4) in subsection (e)(1), by striking ``$2,908'',
``$3,645'', and ``$600'' and inserting ``$13,336'',
``$17,416'', and ``$2,088'', respectively.
(c) Child Pension.--Section 1542 of such title is amended by
striking ``$600'' both places it appears and inserting ``$2,088''.
(d) Effective Date.--The amendments made by this section shall take
effect on December 1, 2006.
(e) Prevention of Duplicate Increase.--During fiscal year 2007, no
increase shall be made pursuant to section 5312(a) of title 38, United
States Code, in any dollar amount specified in section 1521 (other than
subsection (g)), section 1541, or section 1542 of such title.
