A BILL
To amend title 10, United States Code, to provide a temporary increase
in the minimum end strength level for active duty personnel for the
Army, the Marine Corps, and the Air Force, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. TEMPORARY INCREASE IN MINIMUM END STRENGTH LEVEL FOR THE
ARMY, MARINE CORPS, AND AIR FORCE.
(a) Five-Year Increase.--Section 691 of title 10, United States
Code, is amended by adding at the end the following new subsection:
``(g) Notwithstanding subsection (b), at the end of each of the
fiscal years 2005 through 2009--
``(1) the number of members of the Army on active duty
shall be not less than 522,400;
``(2) the number of members of the Marine Corps on active
duty shall be not less than 190,000; and
``(3) the number of members of the Air Force on active duty
shall be not less than 388,000.''.
(b) Conforming Increase in Fiscal Year 2005 End Strength.--Section
401 of the Ronald W. Reagan National Defense Authorization Act for
Fiscal Year 2005 (Public Law 108-375; 118 Stat. 1862) is amended--
(1) in paragraph (1), by striking ``502,400'' and inserting
``522,400'';
(2) in paragraph (3), by striking ``178,000'' and inserting
``190,000''; and
(3) in paragraph (4), by striking ``359,700'' and inserting
``388,000''.
