    To extend the temporary suspension of duty on Mixture (1:1) of 
    polyricinoleic acid homopolymer, 3-(dimethylamino)propylamide, 
         dimethylsulfate, quaternized and polyricinoleic acid.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. MIXTURE (1:1) OF POLYRICINOLEIC ACID HOMOPOLYMER, 3-
              (DIMETHYLAMINO)PROPYLAMIDE, DIMETHYLSULFATE, QUATERNIZED 
              AND POLYRICINOLEIC ACID.

    (a) In General.--Heading 9902.04.15 of the Harmonized Tariff 
Schedule of the United States (relating to Mixture (1:1) of 
polyricinoleic acid homopolymer, 3-(dimethylamino)propylamide, 
dimethylsulfate, quaternized and polyricinoleic acid) is amended by 
striking ``12/31/2006'' and inserting ``12/31/2009''.
    (b) Effective Date.--The amendment made by subsection (a) applies 
to goods entered, or withdrawn from warehouse for consumption, on or 
after the 15th day after the date of enactment of this Act.
