Amends the Business Opportunity Development Reform Act of 1988 to repeal the small business competitiveness demonstration program (the testing of innovative small business procurement methods and procedures).

  To repeal the small business competitiveness demonstration program.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. REPEAL OF SMALL BUSINESS COMPETITIVENESS DEMONSTRATION 
              PROGRAM.

    Sections 701 through 722 of the Business Opportunity Development 
Reform Act of 1988 (Public Law 100-656; 15 U.S.C. 644 note) are 
repealed.
