Medicare Ambulance Access Preservation Act of 2011 - Amends title XVIII (Medicare) of the Social Security Act to increase to 6% the rate of increase in the fee schedule for ground ambulance services furnished between January 1, 2012, and January 1, 2018, in rural and urban areas.
Extends to January 1, 2018, the increase in the base rate of the fee schedule the Secretary of Health and Human Services (HHS) is required to make for a trip in the case of ground ambulance services furnished on or after July 1, 2004, for which the transportation originates in a qualified low population density rural area.

A BILL
To amend title XVIII of the Social Security Act to preserve access to
ambulance services under the Medicare program.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Medicare Ambulance Access
Preservation Act of 2011''.
SEC. 2. RETENTION OF ACCESS TO GROUND AMBULANCE SERVICES IN RURAL AND
URBAN AREAS UNDER THE MEDICARE PROGRAM.
Section 1834(l)(13)(A) of the Social Security Act (42 U.S.C.
1395m(l)(13)(A)) is amended--
(1) in the matter preceding clause (i), by striking
``2012'' and inserting ``2018'';
(2) in clause (i), by inserting ``, or 6 percent if such
service is furnished on or after January 1, 2012, and before
January 1, 2018'' after ``2012''; and
(3) in clause (ii), by inserting ``, or 6 percent if such
service is furnished on or after January 1, 2012, and before
January 1, 2018'' after ``2012''.

UNDER THE MEDICARE PROGRAM.
Section 1834(l)(12)(A) of the Social Security Act (42 U.S.C.
