San Antonio Missions National Historical Park Boundary Expansion Act - Modifies the boundary of the San Antonio Missions National Historical Park to include approximately 151 acres of additional identified land. Bars the use of condemnation authority by the Secretary of the Interior for the acquisition of lands and interests within the boundaries of the park, authorizing acquisition by donation only.
Prohibits this Act, or the park's establishment or management plan, from being construed to create buffer zones outside of the park. Allows the conduct of activities or uses outside the park even if they can be seen or heard from within the park.

A BILL
To authorize the Secretary of the Interior to expand the boundary of
the San Antonio Missions National Historical Park, to conduct a study
of potential land acquisitions, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``San Antonio Missions National
Historical Park Boundary Expansion Act''.
SEC. 2. FINDINGS.
Congress finds that--
(1) the San Antonio Missions National Historical Park is
important to understanding the history and development of the
City of San Antonio, Bexar County, the State of Texas, and the
United States;
(2) understanding the connection between the San Antonio
River and the San Antonio Missions is critical to understanding
mission life in colonial Texas; and
(3) the San Antonio Missions National Historical Park
enjoys the strong support of the City of San Antonio, Bexar
County, and their citizens and businesses.
SEC. 3. BOUNDARY STUDY.
Section 201 of Public Law 95-629 (16 U.S.C. 410ee) is amended--
(1) by redesignating subsections (b), (c), (d), (e), and
(f) as subsections (c), (e), (f), (g), and (h) respectively;
and
(2) by inserting after subsection (a) the following new
subsection:
``(b)(1) The Secretary shall--
``(A) conduct a study of lands within Bexar and Wilson
Counties, Texas, to identify lands that would be suitable for
inclusion within the boundaries of the park;
``(B) in conducting the study, examine the natural,
cultural, recreational, and scenic values and characteristics
of lands within Bexar and Wilson Counties;
``(C) examine and include in the study an estimate of the
costs the Federal Government is expected to incur, such as
estimates of funding needed to acquire additional land, and the
amount of additional funding that the Secretary anticipates
will be needed to operate the San Antonio Missions National
Historical Park should the land identified in the study be
acquired; and
``(D) examine and denote in the study those lands in Bexar
and Wilson Counties, Texas, that the Secretary has good reason
to believe could be acquired by donation.
``(2) Not later than 3 years after the date funds are made
available for the study under paragraph (1), the Secretary shall submit
to the Committee on Natural Resources of the House of Representatives
and the Committee on Energy and Natural Resources of the Senate a
report on the findings, conclusions, and recommendations of the
study.''.
SEC. 4. BOUNDARY EXPANSION.
Section 201(a) of Public Law 95-629 (16 U.S.C. 410ee(a)) is
amended--
(1) by striking ``In order'' and inserting ``(1) In
order'';
(2) by striking ``The park shall also'' and inserting ``(2)
The park shall also'';
(3) by striking ``After advising the'' and inserting ``(4)
After advising the'';
(4) by inserting after paragraph (2) (as so designated by
paragraph (2) above) the following:
``(3) The boundary of the park is further modified to
include approximately 151 acres, as depicted on the map titled
`San Antonio Missions National Historical Park Proposed
Boundary Addition 2009', numbered 472/468,027, and dated
November 2009. The map shall be on file and available for
inspection in the appropriate offices of the National Park
Service, U.S. Department of the Interior. The Secretary of the
Interior may not use condemnation authority to acquire any
lands or interests in lands under this Act.''.
