 To amend the Railway Labor Act to direct the National Mediation Board 
to apply the same procedures, including voting standards, to the direct 
 decertification of a labor organization as is applied to elections to 
           certify a representative, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. NATIONAL MEDIATION BOARD REFORM.

    Title I of the Railway Labor Act (45 U.S.C. 151 et seq.) is amended 
by adding at the end the following:

                           ``decertification

    ``Sec. 15.  The Mediation Board shall apply the same procedures, 
including voting standards, to the direct decertification of a labor 
organization as is applied to elections to certify a representative.''.
