Authorizes the Secretary of Transportation to approve, through December 31, 2016, a request by a state to provide state public transportation and federal-aid highway project funds to federal agencies (including the Department of Transportation), state agencies, and Indian tribes participating in the environmental review process or approved state process for such projects to support activities that contribute to expediting and improving project planning and delivery in the state.

A BILL
To allow a State to contribute State funds to Federal agencies, State
agencies, or Indian tribes participating in an environmental review
process under section 139 of title 23, United States Code, to support
activities that directly and meaningfully contribute to expediting and
improving transportation project planning and delivery for projects in
that State.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. USE OF STATE FUNDS.
Section 139(j)(1) of title 23, United States Code, is amended by
striking ``such chapter 53 to'' and inserting ``or such chapter 53 or,
until December 31, 2016, State funds to''.
