Stop Tenant Organizing Promotion Act - Prohibits the Secretary of Housing and Urban Development (HUD) from carrying out, supporting, or otherwise providing any assistance to the Tenant Resource Network Program authorized under the Department of Veterans Affairs and Housing and Urban Development, and Independent Agencies Appropriations Act, 1998.
Amends the Act to repeal the Secretary's authority to provide funding for the Program.
Prohibits the obligation or expenditure of any funds currently allocated under the Program. Requires the funds to be covered into the General Fund of the Treasury and used only for reducing the federal budget deficit.

A BILL
To terminate the authority of the Secretary of Housing and Urban
Development to provide assistance under the Tenant Resource Network
Program.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Stop Tenant Organizing Promotion
Act''.
SEC. 2. TERMINATION OF AUTHORITY TO PROVIDE ASSISTANCE UNDER THE TENANT
RESOURCE NETWORK PROGRAM.
(a) Termination of Authority.--Notwithstanding any other provision
of law, after the date of the enactment of this Act, the Secretary of
Housing and Urban Development may not carry out, support, or otherwise
provide any assistance to the Tenant Resource Network Program
authorized under section 514(f)(3) of the Department of Veterans
Affairs and Housing and Urban Development, and Independent Agencies
Appropriations Act, 1998 (Public Law 105-65; 111 Stat. 1392).
(b) Repeal of Funding Provision for the Tenant Resource Network
Program.--Section 514(f)(3) of the Department of Veterans Affairs and
Housing and Urban Development, and Independent Agencies Appropriations
Act, 1998 is repealed.
(c) Deficit Reduction.--Any funds made available under section
514(f)(3) of the Department of Veterans Affairs and Housing and Urban
Development, and Independent Agencies Appropriations Act, 1998 that
have been allocated for use, but not yet obligated as of the date of
the enactment of this Act, for the Tenant Resource Network Program
shall not be available for obligation or expenditure under such
Program, but should be covered into the General Fund of the Treasury
and should be used only for reducing the budget deficit of the Federal
Government.
